New rent index: Filderstadt and Leinfelden-Echterdingen call for participation!

The cities of Filderstadt and Leinfelden-Echterdingen have announced that they will create a new qualified rent index on January 1, 2026. This project was Citizens presented in a current communication. The ALP Institute for Housing and Urban Development from Hamburg is commissioned to create the new rent index. The institute had already developed the rent index for 2022 and the update for 2024 and is thus bringing valuable experience to this project.

A qualified rent index is of great importance because it creates transparency in the housing market and ensures legal certainty regarding rent levels. The current update, according to the information from Calculate rent index, is based on Sections 558 and 558c BGB. It shows the usual local comparative rent, which is made up of the rents that have been newly agreed or changed in the last six years. This information is crucial in order to make the rental price structure transparent and avoid disputes.

Survey of households

A random sample of 3,000 households in Filderstadt and Leinfelden-Echterdingen will be carried out in June 2025, with every eighth apartment taking part in the survey. The survey is aimed at both landlords and tenants, with half of both groups included. This survey includes questions about apartment size, rent level, type, furnishings, condition and location of the apartments.

Participation in this survey is mandatory in accordance with Article 238 of the Introductory Act to the Civil Code. Failure to participate may result in a fine in accordance with legal regulations. The cities call on the households contacted to participate and point out the importance of their help for the significance of the future rent index in order to protect the interests of everyone involved in the housing market.

Relevance of the rent index

Like the market analyzes from Engel & Völkers show, the development of rental prices is influenced by various factors. The relationship between supply and demand in metropolitan areas and popular cities in particular has a significant influence on rental prices. During times of high demand, rents rise faster, which is reinforced by influx and economic development. Political measures, such as statutory rent controls, can also have a significant impact and ensure stability.

In Filderstadt and Leinfelden-Echterdingen, the creation of a well-founded rent index is therefore not only necessary, but also a significant measure to promote a fair housing market that takes both the needs of tenants and landlords into account.
