Role of municipal supervision

The Tübingen regional council is responsible for local supervision over a total of 17 large district towns as well as cities with over 20,000 inhabitants and eight districts. The Municipal supervision has the task of ensuring the legality of the administration in terms of municipal law and municipal economic law. She also advises municipalities and municipal corporations.

A central focus of local government oversight is the review of local elections to ensure compliance with applicable laws. This also includes checking statutes, resolutions and contracts for legality and issuing approvals.

Responsibilities and Exams

Supervision extends to 12 municipalities outside the cities of Mössingen, Rottenburg am Neckar and Tübingen, as well as a municipal administration association and seven special-purpose associations. In addition, the municipal supervisory authority acts as an objection authority in administrative matters of the subordinate municipalities.

Supralocal examinations are carried out in two municipalities, while the Baden-Württemberg municipal examination institute is responsible for those municipalities with more than 4,000 inhabitants. These comprehensive audits cover all household finances, asset management and construction expenses. A procurement review body is also part of municipal supervision.
