Planned expenses and their effects

The basic principles of the financing package were determined by the Union and SPD in their explorations. In order to pass the package, however, a change to the Basic Law is required, which requires the votes of the Greens. Federalism and legal uncertainties

An important aspect in the implementation of these measures is the possibility of new structural debt for the countries, which is to be expanded to up to 0.35 percent of GDP, which corresponds to approximately 15 billion euros. The distribution of borrowing should be regulated by a federal law. The Baden-Württemberg Finance Minister expressed concerns about the impact on federalism and the legal uncertainties that could arise from the planned change to the Basic Law.
