According to an analysis by the Pestel Institute, around 45% of the total of around 162,000 apartments are older than 45 years. It is estimated that the energy-efficient renovation of these buildings will cost around 586 million euros per year over a period of 20 years. This information comes from a study by the building research institute “ARGE for contemporary living”, which forms the basis for the renovation costs. The goal is to make the building stock in Germany climate-neutral by 2045, with the energy consumption of residential buildings in the Heilbronn district being 4% below the national average.
The average costs for the renovations are considerable and promote the discussion about necessary financial incentives. The Federal Association of German Building Materials Trade has once again called for homeowners to be given more support. Federal Economics Minister Katherina Reiche's plans to cut funding programs by more than 3 billion euros are being criticized. In this context, the “Pro Sanierung” initiative has called on members of the Bundestag from the region to campaign for the issue and thus address the housing construction crisis in the Heilbronn district.
Bottlenecks in housing construction
