The US Democrats refused to approve it because they did not want to accept concessions from the Republicans, who currently have a majority in both chambers. A key concern for Democrats is averting cuts in health care spending, such as the Affordable Care Act.
Consequences of the shutdown
The effects of the shutdown are already noticeable. Authorities that are not classified as essential have had to close or send employees on compulsory leave. Meanwhile, applications and notices are being processed more slowly while government employees wait for their salaries. Individual areas, such as the military and emergency services, are not affected by the closure, but continue to work without pay. Members of Congress and the President continue to receive their salaries, which is met with great incomprehension among the population.
There are also significant economic consequences, estimated at one billion US dollars per week. Many citizens are affected by the closures of national parks and possible flight delays caused by financial constraints.
