Digitalization in citizen services is increasingly becoming the focus of the Esslingen Building Law Office. The current discussions in the local council show that the FDP/Volt and Free Voters factions are pursuing the goal of developing the building law office into a model authority in the country. This is happening in a context in which the construction industry is currently facing significant challenges. Nevertheless, the groups are optimistic about future developments.
The topic was discussed again in the recent Committee for Construction, Mobility and Climate Protection. Building mayor Hans-Georg Sigel believes that the building law office is well prepared for the future, but voices like that of Rena Farquhar (FDP/Volt) can be heard who emphasize that there is a need for further action and that the issue must remain on the agenda. The exchange suggests that the discussion about optimizing government services is not yet over.
Building law in the Esslingen district
The Esslingen District Office serves as the lower building law authority for 32 of 44 cities and municipalities in the district. It is important to note that some cities, such as Esslingen a. N. and Filderstadt, have their own building law responsibilities. Building burden information must be obtained from the responsible mayor's office, as the district office is not responsible for this.
A significant advance is the introduction of the Virtual Building Authority of Baden-Württemberg (ViBa BW), from March 1st, 2024, which will offer the opportunity to submit building applications online. This system not only promises to simplify the application process, but also ensures transparent handling of applications in the district.
Housing support and future prospects
In addition to managing building rights, the district office is also the housing funding agency for all 44 cities and municipalities in the district. The aim of housing funding is to ensure a needs-based supply of housing, especially for families and “starter families”. The federal and state governments provide funding every year to support the creation of housing. This takes the form of low-interest loans that are specifically used to promote social housing.
With comprehensive digitalization and continuous optimization of services, the Esslingen building law office should not only build loyalty, but also serve as a model for other authorities in the country in the long term. The upcoming changes and new services ensure that citizens' concerns can be dealt with efficiently.
