Trash Bag Tags in Owen Sound: Price Increase for an Eco-Friendly Future!

The City of Owen Sound has announced that trash bag tag prices will be increased beginning July 1, 2025. This was approved by the City Council on June 16, 2025. The price will increase from CAD 2.50 to CAD 3 per day. This measure is being taken to support waste reduction initiatives, particularly the newly launched Green Bin organic waste collection program. Regular trash collection will remain every two weeks, while green bin pickups will occur weekly, which the city is moving forward to reduce trash volumes.

The proposed 50-cent fee increase was approved by the city's Operations and Budget Committee and is expected to help residents consider alternatives to waste disposal. Deputy Mayor Scott Grieg has supported the increase, linking it to the rollout of the Green Bin program, which went into effect the first week of June 2025. This provides households with information and containers for the separate collection of organic waste to promote recycling and composting.

Impact and finances

The last price increase for the trash bag tags was in 2011, when the price was increased from $2 CAD to $2.50 CAD. Initially, the plan was to increase prices to $3.50 CAD; however, this proposal was rejected in January 2024. The city council now intends to review the trash bag tag fees again in 2026.

The city is facing rising waste disposal costs. A new eight-year waste management contract is valued at over C$1.3 million annually. In the first year, the cost of solid waste collection and disposal is estimated to be approximately $693,000 and weekly organic waste disposal costs are estimated to be nearly $619,000. However, staff is concerned that the financial impact of the price increase is difficult to estimate due to the expected decrease in trash volume from the Green Bin program. An assessment of the financial effects will take place one year after implementation in order to make future adjustments.

Additional Fee Changes

In addition to increasing trash bag tag fees, the city is also proposing a three percent increase in most engineering fees as well as new fees for various services related to development agreements and inspections. An additional proposed fee of C$25 per cubic meter for septic disposal at the city's wastewater treatment plant is also being discussed.
